Description from the publisher:
Part of the Bestselling Series World The Immortal Ops by Mandy M. Roth

Dr. James Hagen thought he’d bid Paranormal Security and Intelligence Agency good riddance nearly ten years back. He’d been an operative with them for so long that carving out a new path in life had taken time, but he’d achieved it. He’d made it his mission in life to help the wayward find a path again, to help those who couldn’t help themselves. All that changed when he fell into enemy hands. Now, unable to fully heal and plagued by nightmares and choppy visions of what is to come, James isn’t sure if he can keep going. That is, until he meets PSI’s newest person of interest—a quirky, sexy cyberpunk who totally turns his world upside down.

Laney Steele knows she’s onto something. It doesn’t matter that most have written her off as a conspiracy theorist and a hacktivist. She knows the government is hiding the existence of super soldiers who can shapeshift into animals. She’s so sure that she puts herself on the line to find out more, only what she uncovers isn’t exactly what she was hoping for, and it has a heck of a lot more to do with her than she ever thought possible. When her newfound online gamer buddy turns out to be a super solider, she throws caution to the wind just for a chance to be with him. Neither one of them realize the enemy has been lurking, waiting for the perfect moment to strike—again.
 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
This is the second book in the Psi Ops series and the definitely should be read in order.  This series is a spin-off of the Immortal Ops series.
I have not read any of the IO series.  So speaking as someone who does not have that background, I can honestly say that, while not vital to understanding this series, it would definitely be advantageous to have read them.
In Act of Mercy, I fell in love with Dr. James Hagan.  What’s not to love?  Poor, tortured baby is trying his best to hold it together in an inhumane battle of wills.  He was rescued by his former co-workers and given the chance to rejoin the team.  In Act of Surrender, he’s doing what he can.  The experimentations have left him unable to shift, but he still has his sharp intellect.  While testing and analyzing his own blood samples to determine if the effects can be reversed, he’s working a case, online.  As LabLupus, he’s chatting up GothGirl, Laney Steele.  She’s smarter than your average hactivist and her interest in supernatural beings has put her on the radar for the Corporation.  That means she’s on the radar for the Psi-Ops team as well.  When James meets this woman of his dreams (literally!) the real trouble and fun begins.
Boomer and Striker put in a hilarious appearance, before the drama and action require their more serious assistance.  I absolutely cannot wait to see those two meet their matches.  I’m looking forward to those stories!
Grammar/editing:  A – near perfect
UNEDITED excerpt
“PSI Freaks and Geeks Central Office. We aim to please and if we don’t please we still keep aiming—usually with a sniper rifle,” said James with a wink. “Sometimes, we’re even known to hit our target. Depends on how much partying we did the night before though. What can we do you for?”
Green smiled. “We have a similar motto. Though ours is normally prefaced with, beware or Roi will pee on you to mark his territory since he’s not really house broken yet.”
James had run ins with Roi Majors years ago and didn’t doubt for a second he was still a handful. There was a point in time the man was a loose cannon. That had simmered some with his mating.
