Description from the publisher:
Amber will go to any lengths to avoid the werewolf council who hunts her – even leaving behind the one person she cares for the most. Traveling across the US, she avoids other packs and remains on the run by working in backwoods bars.
Always alone, she never gets involved. One day she overhears a conversation by one of the bars patrons. With her senses on high alert, Amber cannot ignore the warning signs. Following the man to his campsite, she finds out why.
Amber must decide if she can allow herself to be drawn in to rescue the person being held hostage. Or should she stick by her rules of not getting involved? With the impending first shift to werewolf, her bloodlust will take over. Can she go against her personal rule of not killing a human, and if so, would it be A Justified Kill?
This is the second book in the Heart of the Wolf series.  The events of this book happen before those in NO REMORSE, so they do not need to be read in order.
Before she reunited with Blake, Amber was alone for more than ten years.  She knew she was a werewolf, but had not changed.  She was traveling from town to town, taking jobs in bars, never getting close to anyone, never staying long lest she be discovered by the Council.  Knowing her time was finally near; she was prepared for her first change.  Then she overheard a conversation that worried her.  Did she dare, to be held in the blood lust to be unleashed during her first change while near an innocent victim, while pursuing her justified kill?
I think I love Amber a little more after reading this story.  She has to be tough because of the life she is living.  She never allows herself to become in other people’s lives.  She doesn’t allow herself friends of any degree.  Then, when the chips are down and there is an innocent in jeopardy, her true self comes forward.  She risks herself and exposure in order to help someone in need.  Shouldn’t we all be a bit more like that?  Take a chance and see the good that can come of it!  Ms. Bast has created characters that I love and villains that remind of the days of my youth – the bad guys wear black hats – or in this case, they are greasy, gross, and smelly.
Once again, no cliff hanger, so this book could be read as a stand-alone.  I absolutely will not miss the rest of the series.  Love it!  The editing was improved this time.
